Car is jacked up. Hands are on the 3 and 9 o'clock positions applying pressure left and right. Nothing. But I've noticed if I apply excessive pressure it would budge slightly and at the same time cause my steering wheel to turn left and right as well. Is this normal?

Outer tie-rod is brand new.

your just moving the rack and pinion, which is turning the wheel till it hits the steering wheel lock
