Poor student here with an Evo 8.
Idle in Park sits dead at 850rpm in Park and 500 with AC On in 1st, too low! Little shaky.
I removed the TB for some love and care and installed another IACV to no avail.
I then followed to install a brand new throttle body to no avail.
BISS screw is about half a turn from bottoming out.
IIs there a trick to park the ICV at mid point without evoscan? Perhaps adjusting the biss will fix it up even though it's perfectly fine with a 850 idle in Park - It's the AC ON/in gear idle that's too low, it seems like the ICV is not compensating!!

No Sir! I do have some cheap iGate bluetooth scanner that can do codes (I also saw some XML input function there) But that's it.
I was wonderirng if there's a manual way to center the ICV, unplugging it and then adjusting BISS.

I'd say your best bet is to get evoscan and a cable. Its pretty affordable and super useful.
I have been fighting idle issues with the AC on in my car for the last couple of years but I have cams whatnot so its a bit more complicated. At this point, I just only run the AC on the highway and turn if off around town.
