Hard to say without seeing it in person. $14k is a pretty cheap one and it looks to be fairly heavily modified so you'd want to look it over well, understand the quality of the work and parts, etc.
The other big thing is that even in the bay I can see some surface rust. While this isn't a huge deal, I would be checking the bottom side for severe rust issues as repair parts aren't getting easier to find and this could be a big undertaking if the rear frame horns are shot.
