hks evc5 w/Ams 35r problem

hello everyone id like to start by saying thanx for looking at this thread. Now heres my problem, i have the the hks evc5 boost controller and ive had it for a while no on the stock turbo and it worked great not a problem in the world. As of 2-3 weeks ago i installed my Ams 35r kit and i hooked up all my vacuum lines to the boost controller as per the hks diagram
The 0 port: to top of wastegate port
middler port: split between the turbo and bottom port of wastegate
the b port: boost signal from intake manifold

Now heres the problem as the manual says i took the car out and mad a few pulls from the bottom of 3rd to make my start my adjustments now with that said the boos come on very slow like i would think is normal for a big turbo but i notice that up to 4400 or so it will stay between 15-17psi then to be cleche but it feels like vtec hit and the boost just starts to raise but which was ok but it just kept raising till i let out of the gas at redline which it hits anywhere from the lowest @28psi to the highest @35psi. I really need help here id rather not pay to have it fixed if i can fix it myself but id like to have this problem resolved before i get the car dyno tuned for max power.

Here are my settings on the BC i wanted to run it on wastegate pressure only till i was ready to take it to get tuned.
the switch in the back is set to poppet valve(external gate)
my A & B modes are to 0%
warning set to 22psi
scramble boost set to 100% and 35sec intervals
Offset setting mode A & B are set to 10% the lowest it will go

heres a copy of the pdf file right from hks can anyone help me out could this be fixed with different tuning parameters
