I fit my evo 9 s head one week ago but after that time very diffrent and noisy vibration start ın the car after 4000 rpm when we listen ıt comes from engine and gives that vibration starts on shaft too .when driving or in nature one of the tuner says you dont make your engines balance and says some thing like this engine has a hole behind the turbo on the block and open it and put a screwdriver to balance engine etc.. what is it ? and how can we make that operation.

There is a hole behind the turbo with a screw head or allen head that you take out and it gives access to the balance shafts. But it will do you no good. All it is there for is to stop the balance shafts from spinning for removal. There is no adjustment to balance your engine.

Now what the bigger problem is what is causing the vibration. Possibly you have the balance shafts out of time "if they are still installed in your engine" If you replaced the cylinder head the timing belt obviously was removed and possibly skipped some teeth on the balance shafts. If the balance shafts have been removed from your engine already you have bigger problems and should stop running the engine till you figure it out.

they are not there to stop the balance shaft for removal, that is the method to align the oil pump b/shaft,it have a gear of 2.1 ratio so you can put the marks ok and still be out of timing, you then need to turn the oil pump b/shaft one more turn until the screwdriver goes in, you will see the mark of the b/shaft align then.
