HOW TO keep floor mats in place
Get Lloyd all-weather mats. They're rubber, and on the bottom they have a bunch of rubber spikes that hold the mats in place perfectly. Fitment is also perfect, with a hole in the front driver's side mat for the OEM hook. I initially ordered weathertech mats but the fitment was "universal", and I sent them right back. I don't think weathertech makes custom mats for the Evo 9 anymore, and this was a year ago already.
For my previous 3000GT I never had a hook from the floor but my drivers side mat had a hole. I ended up getting these drape hooks (a whole bag costed about a buck). Seemed strong enough and did the job of keeping the mat in place. So for those who are hookless on the drivers side this is a rather cheap solution that works.
Ghetto Fix for me
Kinda ghetto but i was sitting at the house one day and decided to search for rubber replacements for the carpet floor mats in my Evo 8 since Winter is here. While doing so, for some reason I decided to run out to my old Turbocharged Tiburon and pull the custom fit rubber mats out of it to test fit them in the Evo. Much to my surprise, they actually somewhat fit. I only had to shave a small portion off to make them fit quite snuggly. I'll have to take some pics to post. The mats may cover a lil more of the floor than what custom fit Evo mats from Lloyd Mats would, but they definitely work. Haven't had a single issue with the Driver side mat, despite shaving too much of a corner of the mat (causing the mat to be able to move back/forward about an inch during use). The mat still seems to stay in place and not disrupt any pedal usage. IMO, I have no reason to replace them anytime soon
