Dealer wont do TSBs without finding problem?

Took the car to the dealer because I had a weird starting issue. Was checking the forums and found two TSBs. One for the relays that needed replaced with modified versions and one for the ECU reprogramming to care of the hard/no start issue. Dealer said they did not encounter hard start so they werent going to do anything.

Are they supposed to do the TSBs even though they dont find a problem? Or are they obligated to say no...?

from my experience TSBs are just something to figure out a common problem that didnt require issuing a recall

im a tech a tsb is just a common found issue with a car and it may fix the issues on most cars, tech first must get the issue to happen.
