Most likely grounding wires, but I have never seen anything like that before with an exhaust. I didn't get any with my ARC titanium exhaust. Are there any screws or bolts to fasten them to on the exhaust? If so, then grounding wires for sure. If not, than maybe some sort of support? No idea.

They're not that long and it has hangers.

I dunno, I assumed it was for some kinda DIY hangers, I threw them out, works fine with the real hanger mounts once you get them lined up right

 

perhaps it is use for tightening the exhaust to prevent it from vibrating or something???
