RED 80mm sound

Yes i recently installed a RED 80mm with anti surge housing and get a "whistling" sound as the turbo spools up. It sounds like a normal turbo spool up one of the local guys around here says the turbos bad and i should bring it by his shop to have it looked at an rebuilt. Has anyone encountered this and if so is it normal i think the guys just trying to bilk me for money

I know someone with one and when I asked him if he had the 64 or 80mm cover he said it was the whistlin 80mm. I guess that pretty much says it all.
