It all depends on what you want to do with the car. Do you want a nice DD that you can drive anywhere with no issues? Or would you like a track monster. Whatever build progress you decide to take, it will ultimately be for you.

Easy power getters are to open up the exhaust, and intake.
3" exhaust is the standard upgrade path, and the more air (preferably colder) you get into your motor the better the results.
More boost and more fuel delivery will also yield you with positive results.

Don't get caught up in the "stage" process. There is no set path for modifying a car, and its not an SRT-4.

Start out with a turboback exhaust or an exhaust cutout, whichever one you like better. Get an intake, a Walbro fuel pump, and a GM 3-port, and then if you're on a budget get your car retuned. I gained 40hp/40tq from my baseline when I had just a catback with a stock cat, an AEM intake, and a MBC. If you have more money to spend buy the mods I previously mentioned along with headstuds, spring and retainers, and cams. If you can still afford all of that plus more and you have it available to you, get injectors (at least 1000cc) and have your car retuned for e85.

If I had been smart with my money when I first got my car, that is the mod path that I would have went down.

I would start with a turboback exhaust and an upgraded intercooler setup. Easy to do on your own and generally you get some decent gains out of it. If you want to stop there, get it tuned

Spend more money? Fuel pump upgrade, cams, headers
and eventually....the turbo

Just dont skimp out and go straight for a turbo upgrade without making sure you have the supporting mods. So many people go out and buy an evo and just bolt on stuff because the parts are available to them, but really, you need to understand how everything works together first.

For a turboback exhaust, it depends how much you are looking to spend.

cobb tuning has decent ones but if you want to go for something else, tanabe is good too http://tunertools.com/proddetail.asp?prod=TAN-T90072

I personally like this one
