please help with my timing

hi, i have an '03 evo 8. I was driving, then the car suddenly died and would not start back up. I diagnosed a bad crank angle sensor. After getting the lower timing cover off i realiized the balance shaft belt was in peices and so was the crank sensor, the belt must have taken out the sensor when it broke. so i got a new timing belt and balance shaft belt and sensor. When i get the cams timing marks lined up with the valve cover notches the crank sprocket is about 20/30 degrees counter clockwise to tdc. What do i do? did the belt skip when the balance shaft belt broke? How do i allign everything properly?

This is just on top of my head, take it as a starting point.
What I would do is, take number 1 cylinder spark plug off. Put something down that hole, like a small pipe and turn the crank pulley. Basically you are trying to get #1 cylinder to TDC by turning the crank. When you see the pipe you put down the hold get to the highest point you know you reached TDC.
On the cams, on each camshaft pulley there is an arrow, make both of them point to each other.
I forgot how the balance shaft part looks. After figuring that out, put the belt on and turn the crank manually to see if everything lines up. IF IT IS TOO MUCH PRESSURE WHEN TURNING THE CRANK , STOP!

so any links or instruction on how to allign the balance shaft with the other oil pump driven balance shaft? as well as the cams and crank sprocket. the balance shaft belt is broken so it is not on right now,the timing belt is on but the cam gears do not allign in comparison to the crank sprocket.

balance shaft just line up the mark on the pulley with the mark on side of the housing .
oil pump shaft . turn the mark on the pulley to the 12o clock position let it go if it falls anti- clockwise towards its proper mark its ok
if it falls clockwise turn it one full turn and try again .

crankshaft has a timing mark on the crank sensor disc it lines up with a pointer on the housing around the ten o clock position .

If balance shaft belt broke more than likely it made the timing belt jump also and i would be checking for bent valves.
