Cannot control boost HELP

I'm new to the forums and I've got a situation I'm hoping to get help with. I have an 03 Evo VIII GSR with:

CX Racing T3 manifold
Garrett GT3071R
RC Engineering 1000cc
Tial 44mm (MV-R)
AMS FMIC
Injen IC Piping kit
EGR Delete
Custom 3" DP
Esprit 3" TB Exhaust
Brian Crower 272 Cams with adjustable gears
Stock bottom end

So I've just finished the build and I am yet to get it tuned however I purchased and NXS Manual Boost Controller and here is how I have it routed: Boost Source (fitting in coupler between compressor outlet and IC pipe) to IN on MBC and OUT to one bottom port of Tial. (Plugged other bottom holes both top ports left open)
I have no boost control. Overboosts every single time, I have a 1.1 bar spring setting in the WG and I'm boosting way over 20 and close to 30 before I come out of the throttle. What I cannot understand is even when I disconnect MBC and run from boost source to bottom port on WG it still violently overboosts. From what I think I know it should be running WG pressure in that case. There is no tune for the 30R it was tuned for an HKS T25 GT28 on a Grimmspeed Electronic boost controller. I need to stop over boosting because I'm still in break in for the 30R. Any help is greatly appreciated I apologize for being a newbie.

Well I think your problem is going from a EBC to a MBC especially if you were tuned on the EBC And getting a completely new turbo on a EBC is why you switched? Because the MBC wasn't allowing this mod without a tune? I honestly think this is the cause, I've had similar problems
