Hello and welcome to the forums. To answer your question, different markets have different requirements. The reason they don't install them in markets they don't have to is simply to save money.

Yes as far as I know, for this generation of evo, the load calculations are Mass Airflow sensor based and do not factor in manifold pressure. The MAP exists for other purposes such as smog and maybe SAS in the markets that had that option.
The MAP exists for EGR in the USDM. So the computer knows when it can open the egr valve (when there is no boost). JDM cars had SAS and no MAP sensor, so I dont think the MAP sensor was used for SAS.
