Your dealer should be able to hook you up with it. Ralliart products are mainly sold by Mitsubishi Dealers. I dont know if they have the ones for the US yet. I thought there were minor differences between the JDM and USDM bumpers check before you import one.

As mentioned in the thread in the above link, there ARE actually two versions of the Evo 9 Ralliart front lip.
I know we dispute it in that same thread, but I found new pictures showing what I mean.
They are at home, so I will post them tonight!

That picture shows the one with the "indent" in the center of the lip.
I found a picture of one that does not have a concave section in the middle!
I'll post them tonight!

Here are the pictures:
Flat Front Version:

Pointed Front Version:

Personally, I like the pointed front version better, but it seems as though the flat front version is the actual Ralliart piece currently available as that is what Gruppe-S has on hand.
Maybe the pointed front version was a "pre-production" piece?

My thinking was that the pointed one was the pre-production lip used for photography only to discover it made contact with every driveway it tried to enter and was then redesigned to reduce possible damage. Both are nice pieces of kit though...
