How did you remove the stock paint? I want to polish the entire wheel and just powder coat the sides of the spokes and use them as a track wheel.

Any help?

Aircraft brand paint stripper followed by bead blasting with Aluminum Oxide.

For those without use of a bead blaster or air compressor, take some 220 grit sandpaper and go over the whole rim first before you spray the stripper down. Then, spray the stripper, let it sit for 15 minutes or so and go back, it should wipe off without trouble.
