Lancerguy'03: The camera typically focuses on the object in the center of the shot. The blur is a result of long shutter openings. Shooting in darker conditions can make a cheaper point-and-shoot camera run long shutter. (late day/cloudy) Most modern digital cameras should allow you to play with the shutter speed. Try speeds of about 1/90, 1/60, 1/30th or even slower for more effect. HOLD YOUR CAMERA VERY STILL during these longer exposures.

Just keep tinkering with it. Cool thing about it, you can practice anywhere. Just riding passenger down the road, you can practice this tracking photo style like you have here. That's all I did and now I make a living taking pictures...pays for my Evo and mods.
