EvoDave does the work...he has a thread that he started that he does diffrent colors. All it does is paint the glass part, it doesnt make you glow red projectors...it will be white or white/blue color you always had or upgraded to, just that color when it's turned off.
Illegal, I think not...the IXs have a greenish blue to them.

Lmao at all the crazy bs people put up as to the reason they are red. 
EvoDave had a thread up about how he does it and he is now offering the service. I believe he has them in yellow, red and orange so far. The process has no effect on light output or color just the pleasing color while they are off.
