Is this gap between the bumper and head light normal?

yeh, my driver side bumper is like that but not as wide of a gap.

you should adjust your headlight. do the bottom adjustment first to bring the bottom of the light in more then adjust the top to bring the top in more to even it out and so your lights face properly.

I have HID's which are adjusted via a switch in the cabin, and since I have Tanabe GF210's installed I needed to point the lights as high as they would go.

Mine looks the same. Kinda bugs me but you can only tell when you're up right next to it.

If you take the bumper back off you will see two metal tabs under the headlights....its metal tab, body colored, sticks out a little. Try bending this upwards so that it supports the bumper when it rests on top of this little tab piece.
Also check to see if your pipes from intercooler and that they are not resting on the bumper causing the bumper to hang.
If this doesnt work, I have used some race wire tie to add additional support.

i think those tabs you speak of are there to hold up the crash bar while you bolt it down, i will check it out again tonight. also, there are tabs, but they're on the bumper cover, under each headlight. somehow, they aren't clamping down like they should, possibly those foam blocks shifted or something.

i say the gap is NOT normal, and it can be fixed. mine was not like that before.

mine too, on my passenger side ,the little with tips that go to the headlight that are in the bumper dont wana lock in place

I have an even worse gap on my passenger side. I bought another OEM bumper off a different Evo (came with Varis lip, canards, brake ducts, etc.). Has anyone successfully found the cause for this? It was missing the foam blocks, maybe that is the reason?
