They work for subarus because they have a TOP mount intercooler (TMIC), opposed to the evos FRONT mount intercooler (FMIC). The subarus have the IC ontop of the engine, evos have it infront of the radiator and fan, mounted perfectly to take air in...no need to force air in.
I'll try to settle this once and for all. Yes it is a fully functional hood scoop. It was made by RMR before evo 8's or 9's were even out. RMR was a rally race supplier and used the hood scoop on their rally evo 7's. It fits right on the evo 8. It still allows for heat disipation on half of the opening and the other half is for cool air to be sucked in and deposited directly on the (HKS super suction) intake. will this help evo's with stock intake?... No! you must have an after market or tuner intake system. Here is a picture of the underside of the hood.
