Running a wider stance in the rear, like the car pictured above, actually exaggerates the understeering problem that is already there, and makes the Evo handle worse.
Some Japanese racers run deeper offset front wheels than rears, to minimize understeer. The look does not sit well with most people though, as it's "backwards" from what we're used to.
So to answer your question, I think most people stick with identical front/rear offsets and widths because it's the best compromise. Plus it allows you to rotate the tires without removing them from the wheels.
