Voltex EVO in wind tunnel
It looks like some air is hitting the wing and the rest that isn't going over top of the wing would still push the trunk down.
Can someone explain why the picture in the OP shows downforce?
My slow brain suggests that the smoke should be going over the wing to apply downforce... I don't know squat about aerodynamics though.
EDIT: Or, is the key takeaway that the smoke appears to stop at or after the rear wing? Or terminate into the deck portion of the trunk?

The wing is gonna catch air moving high over the car and the vortex generator Cuts the air causing turbulance. This Turbulance makes the air flow down the rear window and across the trunk which gives more downforce then without the VG.
