Did a little research and this is correct. In 1963 at Nassau speed week the corvette team used a stripe to designate each car in a three car field; one red, one black, and one white. However they placed the stripe on the nose not the fender and it was only one. The 1996 grand sport was a tribute to those cars that ran in '63, 64 and 65.

I have also seen a '69 camaro trans am race car with a similar stripe pattern. I'm sure it was not original on the Grand Sport, but that is where I drew my inspiration from.
