It's not a lock persay but it is meant to be a theft deterrent as it seals the screw below it. It is a prefectural (provincial) seal with the kanji (Japanese character) marked on it.
It can only come from the Ministry of transport and needs to be punctured to expose the screw underneath. So if the car was stolen and the plates were to be removed they would destroy the seal but if they added new plates they would not have a legit seal.

Installed the Rexspeed Vortex generator yesterday and went for a late night drive and brought along my camera as well to snap a few long exposure shots. (pics also added to first post to consolidate).

That's an ignorant statement in several ways. Maybe he has plans underway or just different priorities than than you. I can build my Evo however I want, literally, down to 9 seconds if I wanted. But it's not what I want or need. I like my 9.8cm 8 turbo on E85 for now... and I am American, not Japanese.
