these tires are not directional? i noticed today that the tread sweeps back on the right side and forward on the left. they are all labeled "outside".

is this correct and if so why do they make them that way?

Mine are the same way.

Yup, those are asymmetrical in design. The pattern changes from left to right rather than pointing one direction. You can rotate them anywhere on the car, they are not side specific. As long as they are mounted with the phrase "outside" mounted out you are fine.
