I am going to go with the Yokohama Advan S4 in December for when I will be driving cross country from California to Maryland. They are kind of expensive but rated the best on tirerack next to the Bridgestone Potenza Pole Positions.

I had the Kumhos on my Evo through the last winter in Salt Lake, and we get crap loads of snow (supposedly the best snow on earth even) and I survived fine. I will be getting snow tires and summer tires from now on though. And the tires had good treadwear, were cheap (as far as Evo tires go), and had plenty find dry traction for daily driving.

The have stiffer sidewalls than at least the ASX (probably all 3) which is very important with a car like the Evo. I've put almost 20k miles on mine and have plenty of tread left. The handle the snow well enough for Milwaukee winters and tjhey're even 255s's which would hurt snow performance compared to narrower tires. Lastly, they're a great price.

I put 26K on my Pirellis with no complaints . Decent grip and wet traction . They were ok in light wet snow when new , but horrible after 18K or so . I replaced with a lesser known brand and still kicking myself for not going with the Pirellis again .

I have 27K on the Pirellis and it's time for a new set. Overall I thought they were just OK. I'm going with the Goodyears this time around, I heard a lot of good things about them.

To answer your question why. Eventhough it may not snow very much or often. It still gets cool. Thats were winters shine since they are designed for cool weather where all seasons aren't.
Trust me the W300 are great and stick like champs on cold streets. I have these in 225/45/17 on my second set of bbs rims. They weight 40.5 total and rock.
I also agree with the post above. Y all season tires {AKA no season} for winter season when there are winter sport tires are about the same prices?
