There's more than one way to change the angle of the tie-rods. Since they have two ends, you can work on either end, it's just that raising/lowering the steering rack isn't a popular option with everyone.

Its to get the geometry of the suspension at the right angles

oh so it scoots the rack up and makes the toe arms point down more?
