The lowes (kobalt) ones are made by the same company as the snap on ones. My buddy recently bought a very expensive digital snap-on torque wrench and we tested it to a 10 year old craftsman. The craftsman was only off by a 1lb. I currently use a $20 harbor frieght one that is perfectly fine for lug nuts, not sure i would build a motor with it.
This Craftsman works well. It's on sale right now too.

+1 I have been using one for years. The only problem is that if it is the one the clicks, you have to be in the upper torque range or you will not be able to feel it. Fine for lugs, but don't use it for low torque applications
I have this one and I like it quite a bit:

Precision Instruments makes their torque wrenches in the U.S. using domestic raw materials, and the split-beam is nice, you don't have to remember to turn the torque setting all the way down when you store it, you can leave it set anywhere and it won't mess with the accuracy. The tilt head on it is a nice feature.

Good quality tool. No need to pay for an expensive brand name
