The offset is completely dependent on the type of rim. Spoke design and slope will make the offset required to clear the calipers different for different rims. Look on the guide above. 285s are going to rub like all hell. Unless you are one serious competitor, you will have no need for a 285 section tire. I only question the need for that kind of tire when you ask a question like this. Good luck finding what you need.
if you have a stock evo 9 then there is no need to run a 9.5 wheel with a 285 wide tire. stick with a 17x9 (245/40 or 255/40) or 18x9 (255/35/18) wheel depending on your goals with the car and or wants/needs.
YOU DO NOT NEED 285's The biggest you would ever, ever go on a stock body Evo is 275 but even that is a bit over kill... 9.5" wide wheel you want 255 or 265 for sure.... A 285 is for a 10.5" whee or wider... I have 275's on a 10.5" wheels and its perfect, if you are wide body.. You don't need a 285 man

Spring/shock combo:
- 18x9.5 (+35)
- Rear fenders rolled
- 275/35/18
- at least 1.5 neg camber in front
Coilovers:
- 18x9.5 (+25-28)
- rear fenders rolled
- at least 2.2 neg camber in front
Tire diameter
235/45/17 = 25.3"
265/35/18 = 25.3" very close to stock diameter, good compromise with minimal fender rolling
275/35/18 = 25.6" some inner fender guard rubbing on full lock ], more common sizing than 265/35/18
285/35/18 = 25.9" much more fender guard rubbing on full lock
285/30/18 = 24.7" shorter overall diameter, speedo will be off

An 18x9.5 with an offset that low and 275's will not fit without serious fender rolling/pulling in the rear. Click on the link in my sig, there are some pics of how I fit 275's with a +27 offset. I suggest a higher offset for ease of fitment.
