What is the benifit of strut bars, frint and rear? And is there any reason not to buy the cheap *** ones on ebay? I understand they reduce body roll. I am lowering my car 1.7" w/ progress springs, so I think this is something I should do, but I am not well informed on the subject.

Unless you are going to take your car to a track and subject it to some serious lateral forces,
the only other reason to put on front or rear strut bars is for the visual appeal.
If that is the case, you don't want to put on cheap stuff that looks like is was made out of old
angle iron or something.
Better to pop for something that has that visual appeal.

The purpose of the strut bars is to reduce chassis flex. Which in turn increases turn-in responsiveness and precision.
Anti-roll bar (aka sway bar) is for reducing body roll.
The strength of the strut bars determine their effectiveness, hence the cheap ones may be just for visual effect as they may themselves flex enough, not to reduce chassis flex
