I am not quite sure what your question is. either

1. why do you have to run a spacer or
2. why does it say 18mm when you only need 13mm

but here is a link that may help...

to clear front brakes

rpf1 17x10+38-13mm spacer makes it a +25

rpf1 17x9.5+38-20mm spacer makes it a +18

whats the smallest spacers i could use to make the 9.5+38 fit the fronts??

Honestly they should be close. I think the fronts are +35. When you attempt to put the rim on what's it doing?

Offset is measured as the distance from the centerline of the wheel to the mounting face so when you have a wider wheel with the same offset the outside edge of the wheel is further away from the mounting face.

A 9.5" wide wheel with a 18mm offset (38mm-20mm spacer) puts the spokes the almost the exact same distance from the brakes as a 10" wide wheel with a 25mm offset (38mm-13mm spacer).

You have to run a 20mm up front if you want to be able to rotate your tires. If you don't care about that you can run a +38 rear and +18 up front. If you don't want to do that and you don't want to run a spacer you need to find a different wheel as they won't clear the front calipers.

This!

It has to do with the spoke design on the RPF1's in relation to the caliper. Sorry if thats not what you want to hear...

Keep in mind he's only running a 245 tire, while you can do that on a 9.5" wheel. Personally I don't recommend it, you might might as well just go with a 9" if thats what your plans are.

Why not just run a 235 then, you'll have even less to worry about...
