I don't think any coilovers that cheap are going to be worth the money. If you need coilovers spend the money and get some quality.

How much to rebuild them? You should assume they need at least that. Do you plan on taking your evo on a roadcourse?

I dont know. If you trust the source ok. In the back of my mind I would assume that the life span of the shocks in their current state may be diminished so you might have to rebuild soon. There are so many different variables that come into play.

*Mileage
*Winter Driven
*Winter Driven in a state where they use salt from hell. good example (Toronto)
*Cost of rebuild if and when the kit lets go
*Daily driven, Weekend warrior, or Tracked frequently
Etc....

If you go brand new then you have a bit of safety net of a warranty period.

I would ask the seller hard questions, and if you think its a good deal pull the trigger. I personally would buy a kit used if I trust the quality of the product, and if I knew what my options are if the kit requires rebuilding.

My two cents say, spend the money and buy a proven kit. If you can get feedback on the forum here using some searching skills, find out what others who owned this kit say about it. That will give you a fighting chance about this decision and avoid regret.

If its to track your car you'dve been better off With something better. If its just to lower your car then they'll be fine like all the other coilovers in that class.
