Grinding noise help

Here's my problem. Whenever I'm driving, doesn't matter what gear, speed, road condition I get this grinding noise that sounds almost identical to someone cutting rotors with a lathe. Any ideas what it could be? I've replaced the bearings and the rotors and pads and still have it. It's on my front passenger btw. Thanks for any help or advice

Check to see if the dust shield is touching the rotor...
