Finally fixed shaking steering wheel!!!

Like I mentioned earlier, if they are not insuring that the assemblies are centered on the balance machine; while the machine will end up reading zero - they are not balanced when you change the axis of rotation (centering) on the vehicle.
Go to a proper shop, not some discount center.

You know now that I think about it they did mention something about one of the wheels being bent. The only thing is I've tried moving the front wheels to the back and vice verse and it always has the same end result. Steering wheel seems to shake the same either way. I have some stock wheel the previous owner gave me but the tires are wore out and I cant get them to hold air. Maybe I should just get new tires for the stock wheels and see what happens. Maybe the whole issue is the rota p45s?

What up homies, I've had nothing but problems trying to get my wheels balanced. I originally went to get my 04 evo 8 aligned and balanced at tire discounters. I needed it aligned anyway because I just had them swap stock kyb struts on robispec springs then I took the springs and struts back home and installed them. So they balanced and aligned my car and ever since my steering wheel would shake if I went anything over 60 mph. I talked to the manager of tire discounters and he told me they could balance it again, so they did. I ended up getting it re balanced 2 more times. They could not figure it out. I've been ripping my hair out from trying to replace parts and trying to guess if maybe I installed the springs and struts wrong or if my warped rotors were causing it or what. I replaced both outer tie rod ends just to make sure it wasn't something wrong with them because they did have some play. I was sick of it so I decided to call around other tire discounter shops to find one that has a road force balance machine. These machines are much more accurate and precise than a standard wheel balance machine. I found one near by and they re balanced it today for free with the road force machine. I just got back home and it completely fix my problem 100% no shakes in the steering wheel on the freeway at all. Feels like a new car to me after dealing with this issue for a while now. I just want everyone who has ever had problems with balancing their wheels and still have steering wheel wobbles or vibrations to FIND A SHOP THAT HAS A ROAD FORCE MACHINE. This machine told them that my tire needed to be taken off the rim and rotated so the high spot on the tire matches with the low spot on the rim. These machines can also tell you if you have a bent rim. I would definitely go to a shop with one of these machines to be balanced first before replacing a bunch of parts.

You have a static imbalance in one or more assemblies that is phasing in and out. When the imbalances are opposing then they are counter-balancing out.
Yes, you also need the hub rings with those spacers.
"Warping" is pad material deposit on the rotor surface. You will have to have the rotors turned to remove that material then re-bed the pads after that. Re-bedding without turning will not remove that build up. And yes, the high spots catching the pads can cause a ride disturbance.

FIXED! Smike you called it man. I took it to another one of these shops in the area that has a road force machine to balance on and it 100% fixed my steering wheel shake. Thanks for all the help. Here is the new thread I just made on it.

To be very clear - road force is not specifically a balance (what balance machines correct). You have it correct in the solution (radial force variation "stiff" point to wheel low point).
Road Force is first harmonic radial force that creates a resonates frequency that can interact with vehicle components to create a shake. It will only fix specific speed related shakes. E.g. you have a shake from 62-65 mph and you can drive into it and out of it. It does not come back if you go faster.
If you have a shake that is 60-infinity -- that is weight imbalance. You need to rebalance with someone who knows how to chuck the wheel to the machine (rear cone and pin plate adaptors to mimic how the wheel is mounting to the car). This is how the Evo needs to be balanced.
