Besides the height drop difference, what is the difference between the STech and the HighTech springs?

The High Tech springs rate is 3.5/196 -front and 4.8/268- rear.

Height difference is the first thing, High Tech is also lighter than the S Tech. Tein developed the H Tech for more ride quality and at the same time lowered look on your car, this is the primary difference - ride quality.

Ok.What are stock spring rates again? I know I read it once, but I can't find it now. The High Tech would give a nice drop but I would want improved handling also.

Maybe I'm blind, but all I see are spring rates for the High Tech and S Techs....I wanted to know the stock Evo spring rates.

i'm interested in buying either the s tech or high tech...which one will improve handling most? both would handle better than stock, correct?

Both will improve the handling on the car. Considering the lowering the car, the H-Tech's will be less drop than the S-Tech springs, so in case of a city driving with the S-Tech will be fun , since they are more race application and you will be rubbing all over the place. So it all depends on the purpose for the application.
