is it peaking and holding at 18 or is is bleeding off to 18? Any other changes? How does it feel? Check that everything is tight...

Sticky / bad secondary (passive) solenoid if there are no boost leaks and it sometimes makes normal boost. Make sure the vac lines are not pinched, especially the ones that dump back into the intake pipe.

Dang son, you could have gone to a 3port plug and play for that money (Literally, I paid 100 shipped for my tactrix version of the peirburg 3 port).

Anyway, report back, check over all the lines while your replacing everything.

Could also be an issue with the wastegate not sealing all the way but would think you would notice real slow spool if that were the case.

not to thread jack (but i am), im having the OPs problem except worse. Im only hitting 13 pounds at WOT. confirmed via my actual boost gauge and via AP logs (boost was pegged at 12.9).

How do i know or test for "sticky/bad secondary (passive) solenoids"?
i already had a shop do a boost leak check and confirm there are no pinched lines. They checked the wastegate actuator and the stock dv valve. they basically said its either one of two things, the turbo is going bad, which is highly, highly unlikely or the boost solenoid is malfunctioning in some fashion.

thanks for the update but i'd still like someone to tell me how to check the solenoids. I mean, a manual boost controller shouldn't be necessary for a car that normally does just fine with ecu controlled electronic boost control.
