A couple things..
If you are stuck on a stock frame turbo I would go 3576 instead of 3076.
Your other options would be to skip the downpipe and MAP manifold and look at CBRD's RBX kit which will work with intake and UICP of your choice.
Or skip everything but the test pipe and exhaust and splurge on an EFR kit from Full Race or Driven fab OR a kit from AMS or ETS.
There, you have many options to choose from

Maybe consider the AMS STX400 package for now, and then upgrade to AMS STX500 when you are ready? It's reliable way of having an aftermarket turbo on a stock block without blowing up the engine or having a worse turbo lag.

If you are planning on an engine build, maybe consider the CBRD RBX kit?

Anyway, to achieve your goal, you need a painstakingly perfected tune to keep the Evo on the road, and therefore you need a world class tuner. Otherwise, an off-the-shelf tune comes with a complete package may be your best bet.

Don't even bother with the GT3076R, get the GTX3076R.

The GT is a laggy pile.

You also don't need the fuel rail or the Fuel Pressure regulator.

Like Lightsaber mentioned, a good tune is the most important thing if you plan on doing big upgrades like this. I see that you're in Texas. If I were you I would contact a reputable shop such as Kozmic to help you with your build, install & tuning.
I know they're in Houston, but it'll be well worth the drive.
I had a GTX3576, GSC S2 cams and some other goodies installed and tuned recently by 5150 and honestly this turbo doesn't feel overly laggy. I'm currently stock block 403/340 Mustang dyno with 91 octane. Makes good power for now AND I have room to grow.
You have plenty of options.

all the parts im getting is what kozmic suggested for a 400whp build.
and after reading a few forums i would want the GTX

i would really like to go to them for a tune i probably will once i have the turbo but for now with what im getting i will most likely go to JMS in San Antonio or Evolution dynamics in Louisville

So, just gonna throw this out there. Where did you go to price those items? The ETS intake is only $296 when you buy it from ETS.

I would skip the Garrett turbos and go with an MHI 18k. I also would bother doing the manifold and down pipe until you're doing the turbo upgrade. They aren't worth much poer on the stock turbo, and are definitely way more of a pain in the *** to install then they're worth.

Just curious, why do you suggest skipping the GTX and go with MHI instead? Is it because his goal is only 400whp?

I would suggest the same if 400whp is the goal.

The MHI will spool much better than the GTX turbos.

Wouldn't the synapse Diverter valve be better for his needs as well? And 40$ cheaper?
