MBC tapering
I am pretty sure that you are supposed to remove that pill when installing an mbc. This is because the MBC now serves the function of limiting the pressure on the wastegate actuator instead of the stock solenoid/ bleed pill setup. For example, if you removed the pill on the stock setup with no MBC attached then it would not hold anywhere near as much boost as it would with it in. The pressure from the compressor would just press harder on the wastegate and seep out boost too quickly. That is the purpose of the pill; to limit pressure sent to the wastegate to maintain boost levels more effectively.
However in spite of the fact that the pill should be removed in the MBC install, having it in there should theoretically hold even more boost towards redline because it would even further limit the pressure on the wastegate actuator. Who knows, it could be the boost gauge not being accurate, there could be a leak somewhere, or the MBC you have isn't good quality. Either way, I would check the instructions in the manual that came with your MBC, and if you're still unsure then call buschur or AMS and ask them. Good luck.

The pill limits the flow of pressure sent to the wastegate. The less pressure that is sent to the wastegate, then the more boost the turbo will hold. That is the point of the wastegate; to let out excess pressure to prevent the turbo from spooling beyond a set level. If there is more pressure sent to the wastegate then it will leak more out, and less of that pressure is held in the turbo. You have this backwards.
The pill should be in the vacuum line between the compressor housing and the wastegate actuator. It will be in the beginning of the hose that is connected to the T on one end and connects to the wastegate on the other. I don't think that this is your problem, though.
