Its not the coolant .. your original coolant works fine ..

even if you run 100% water wetter .. you'll get 105 degrees temp on the track ..

Hmm 105 C (~221 F) does seem a bit high meaning your cooling system is being overloaded with incoming heat since the stock thermostat starts to open at 170 F.
Distilled water and water wetter will max out the cooling efficiency of your radiator, or look into an aftermarket all aluminum one with a more efficient core. Usually the coolant itself is there to prevent freezing and add some boilover protection. The only bad part about water is that it has a lower boiling point but under pressure it will still be well above a properly working cooling system. Likely the sweet spot is to try and get it to hang around 175-195 F (79-91 C) as you don't want the engine to run too cold since mileage will suffer and power will actually go down.
Edit: Corrected info after finding out the stock thermostat hovers at 175 F at normal cruise.

My car is Ecutek tuned & it does not support fan control, can anyone verify this?

Strange, mine's an RS too, and without A/C my fan kicks in at 91-93C according to my defis. With A/C, water temp never strays from 81-83C. where are you tapping your water temp readings from?

My defi & ecutek show almost identical reading, fan start only at 103-105C.

Just that you 2 are talking about different things ..
one is on track .. one is on road ..
AC off your fans will come on LOW SPEED at 91-93
AC on your fans will come on HI SPEED thus temp is 82-85
ON TRACK fans at LOW SPEED at 93 is NOT ENOUGH to cool .. until 105 .. where the fans come on HI SPEED..

You got a point but my situation is slightly different. With AC off, the fan only activate when water temp hit 103-105C regardless of normal driving or tracking.
I appreciate any suggestion to correct this problem.
Can Cobb AP or ECUFlash control the fan?
