how can I uninstall my tune and then put the tune back on?

You need to talk to the person or place who tuned the car so they can modify it so that it should pass.

But would that matter? It has passed 2 emission tests since it was tuned, thats what makes me think there actually is something wrong. I didn't just want to throw money at it and hope it fixes it.

well,... good point I guess I would test the o2 sensor to see if its still good, I mean there is a chance its not working anymore.
