its the plastic piece that goes over the hid bulb that screws in the headlight..
this round piece shown on this pic facing you..

Thats what our Canadian RepairMate program says.
Your best bet is to find a recycling yard that has a 08 lancer and hope the body is the same. Little pieces like this aren't worth the time to pull at those yards though, so you'll be paying mostly for labor if you can convince them to sell you one. Don't get mad at their price, chances are it's very reasonable. You have to keep in mind that they don't like selling little parts like this

I don't know how to help you other than to say that you should call the dealer and describe the part and if necessary, send this pic to them and just ask them if they can find it for you. They will have catalogues that list parts for all their cars, and hopefully the will be able to track this down for you. What do you need it for anyway?
