It was a new e92 M3 for sure, had the hood scoop, side vents, and quad centered exhaust.

Nope, thought it was the 5-0 and realized it was a bunch of MTA transit workers in an SUV, needless to say didnt have to worry about my speed

 

I don't really see anything wrong with that car. It's obviously got aftermarket wheels and brakes; whose to say that guy doesn't track his car? You can't really make any serious judgments unless you get up close, because what looks like rice from far away may actually be something like this:
