How good is the stock Cat?
I know I would get bashed for saying this, but I think we should at least do the bare minimum to keep our air clean. If not for ourselves, than for our children.
Test pipe are ban for a good reason. At least install a HFC. There are many other ways to gain power.

I 2nd that and as "CmakEVOX" stated : does want a cat. I ran a Cobb catted D/P on my STi for over 4 yrs. They are strict here in New York. Here read this from Cobb's website:
"A custom spun metal substrate high flow catalytic converter comes next. This one piece 400 grade stainless steel cat has a much higher flow rate and longer lifespan compared to ceramic or “brick” style cats. It also reaches operating temperature faster than other style cats for cleaner cold-start emissions. A third O2 sensor bung is located immediately after the cat to be used by the second OEM O2 sensor".

You really need to keep a cat on the car. In some states it is a $2500 fine and the car can get impounded. The hi-flow ones out are pretty good as many have stated. Just put one of those on.
