Raising the OEM wing/aerofoil on GSR
Haha, now THAT is a spoiler! 
Personally I think the SSS/MR spoiler is a good compromise and likely does help for higher speed turns. Most of the turns at Watkins Glen are only 60-80 mph besides the esses where you are 80-110 mph through the twisties, so having a spoiler isn't life or death. If you are doing it for high speed tracks that has high speed sweeping turns then extra downforce should help. If you are at Highway speeds and rarely visiting a road course, a super tall wing is overkill in my book.
Still you might get some effect changing the angle of the spoiler forward more by shimming the rear mounting points somehow, but I'm unsure how well that would work or if you could add enough angle to make a solid difference.

Yeah, I have the SSS package, and I guess I've never really seen the small spoiler in person. Well maybe on a lancer GTS or something. But I think the SSS/MR wing is the right size for an evo.
professional advice
Ok Today I had a professional race car builder/driver look at my idea of raising this GSR wing. He said he'd definitely give it a go and get on the track to do some hard data logging. He's made a lot of airfoils/splitters/canards ect for Z05's and 6's- he says you can easily tell if you've made a difference or not.
He also say's that adding a gurney to the wing helps to create downforce tremendously. I will be making it adjustable as well so that you can adjust angle of attack (AOA).
NOw I gotta get my hands on some 3/8 6061 and we're set

Here is how you make real downforce! 

If you currently have the base GSR (shorter wing) then I dont really know what to tell you. If you have the taller MR/SSS wing then I would have to say that raising the OEM wing up is not going to gain you any advantage. It is designed to work where is sits now utilizing the air boundary layer that is formed over the top half of the car. Also, isn't is going to look a little goofy trying to raise the OEM wing up. I would just wait until you can afford a properly designed after market airfoil.
It would still be interesting to see what you come up with though if you do give it a try.
