CBE, tune, what next?
If your adding a UICP, intercooler, test pipe or etc. U must have a retune especially if its a custom tune- that leaned out your car with the current mods. If u had a custom tune and put on extra parts- your car may run very lean and can be dangerous.
What do you guys think about buying an accessport and a down pipe? Since I already have CBE, wouldn't that mean I could use the stage 2 flash from the accessport and gain roughly 28% power? Seems like that would be cheaper since I wouldn't have to worry about getting tuned after I bought a FMIC and UICP.
That would be kinda dumb to me. You have already paid for a custom tune. The AP is used for tuning.
And AP could run you $400-$550. That wouldn't be too smart as you could prolly get retuned again for cheaper.
Anyways, I would get a testpipe before a DP/O2. With an exhaust I have always started at the back of the car and moved to the engine (catback->testpipe/HFC->downpipe), so for me a testpipe would be up next. Testpipes are cheaper too.
And AP could run you $400-$550. That wouldn't be too smart as you could prolly get retuned again for cheaper. Anyways, I would get a testpipe before a DP/O2. I wouldn't get an Accessport if I were you. You already have a tuning solution that will work fine for your goals.
If it were me, I would probably get at least an UICP and a test pipe. If you are concerned with noise get a test pipe that is resonated. If you are concerned with passing emissions you can either put your stock pipe back on during testing (that's what I will do, and I'm in California) or get a high-flow cat. The test pipe will give you more HP over the high-flow cat.
You could probably get a resonated test pipe and a UICP for $500 total. Then you could get an ETS front mount intercooler for $500-700, depending on size, and still have enough money left over for a re-tune.
I don't know that the intercooler will net you much HP, but you might pick up as much as 20whp and have better response due to the UICP.

BTW if I get a downpipe, will it pass emissions then? The test pipe will make it flat out fail because it replaces the CC, but what about the downpipe since it comes before it?
