Which route..power or wheels.
To keeping up with your friends 360whp your probably gotta put 4-6g's into your Evo or less if you do the job yourself.

I think it depends what your goals are. I like this advice, only because I track my car a few times a year. I got tuned this spring, but since I was doing that, I did a bunch of mods at the same time. My car was not well balanced at the track...not enough brakes, too much body roll, not enough grip, etc.
So this winter I'm doing brakes, wheels/tires, and suspension.
In hindsight, I wish I had done that first. On the street, the acceleration is nice, but it was hard to use that power and be smooth on the track.
At the end of the day, do what you want. If you want to be faster than the STI, go power. I think a lot of people are calling wheels a cosmetic mod. They can also help your performance. I am going with wider, lighter wheels, so my motivation was more about performance than looks.

the wheels might make it look nicer to some but you won't get the respect that an evo deserves by having one that just looks nice. I have always had a car in the sleeper category. It's personal preference, go with what you like better.
The question should be, in order:
How to put the power to the ground (suspension and tires)
How to stop a big hunk of metal (brakes, tires)
How to press the limit on the first two questions (more power, engine, exhaust, intake, tune, etc)
That's how I build/mod my cars.
