lean and static injectors at 5500 rpm??

Hey guys, today while my car was being tuned we ran into issues in the top end 5500+ rpm. fuel was leaning out like crazy and injectors were static. I had the same issue earlier so i got fic 1100's a new walbro 255 pump and changed my fpr. Still the exact same problem as before. It's almost like the fuel pump is never switching from 9v to the higher voltage setting? (and yes i checked the fuel pump relay, its fine). Im baffled. any ideas on what it could be? I was able to push the same amount of fuel with my dw 850cc's as I am with my fic 1100's.
ps. I checked the line going to the fpr when i replaced it and it was fine. (i check it regularly).

So update time. I still cant figure out this issue, i thought possibly a clog in the fuel line causing higher pressure at the pump than at the rail, but we replaced the fuel lines and no change. On your evo x's what voltage are you reading off of the alternator? I thought we were supposed to have 13.8, but im only reading about 12. Maybe a bad alternator not getting enough power to the pump at high rpms? Does that sound reasonable?

Sorry, just saw that you checked your relay. Did you replace it?

Are you getting 12v with the engine at operating speed?

yes, were getting 12.5 max off of the alternator (unles my multimeter is bad).
I replaced the relay, but the relay cant be the problem because i wired straight to the battery and straight to the alternator and neither fixed the problem.

I had my alternator and battery tested, they are both fine. I think there is some sort of power drain. Any ideas? I thought maybe sub and amp so i pulled my entire sound system. not it.
