Either a Mitsu dealership if stock or a trusted local performance shop that's experienced in modified Evo X's.

Yes they will have to...
Have to make sure no bearing noises, alignment issues, groaning noises/tire noises, ensure all driveline is operating correctly ect... It is a must under any inspection performed at a dealer

Any trusted performance shop or Mitsubishi dealer. Will have to pay a small fee but its worth it for peace of mind

Small price to pay, plus normally you can work out a deal with the seller that if the car is clean you will pay but if the car is **** he will pay the inspection fee... I see that lots at my dealer...

Even with an inspection you'll likely want to have your shop go over the car when it arrives. Small insurance to have the car brought to 0 with fresh oil, radiator water, diffs and tranny fluids, even plugs. That way you'll know where you stand.

When the race car first arrived EFI Logics tore the thing apart to make sure they knew the car top to bottom. Having that knowledge is invaluable.
