For maximum efficiency roll up the windows and turn the heater to the max to cool down the engine bay. MPG is going to go up for sure, but you may die in the process or sustain serious brain damage. Seriously - at 60-70 mph MPG should be worse with windows down and AC off than with windows up and AC on.

I live around Phoenix, AZ. AC is a must when it's 110+ for 3-4 months. Windows down means a sunburn while I commute home (honestly).
In the morning when it's about 90 degrees I get like 23mpg on the infometer, but on the way home when it's 114 I average about 17.5mpg. Both to work and home with the AC on.
Could be traffic or freeway incline/decline, but with intake air temps around 150-165 degrees I'm sure the car is compensating by dumping all the fuel it can.
