Weird idle and rpm bounce

Can a tune cause the idle to be higher than normal (assuming around 600rpm or so). I am currently bouncing between 1k and 1200rpm with most of the time around 1k. Also, when given little throttle to about 2k-2300rpm it takes about 7 secs or so to return to idle (1k). If it helps there don't appear to be any leaks.

Is it a rythmic 'hunting' of idle dips - revs... dips revs...?

If so - that is a vacuum leak.

I had the same issue with a tune.
When I rolled up to a stop with the clutch pressed in it would bounce up and down a few times then be at a little higher then normal RPM.
When I changed to a different tune it went away but I would not rule out getting a smoke test done just to be safe.
