What do you think he has?
That is clearly NOT an external wastegate dump. If you're using an exhaust cutout I'm assuming that it goes either between the shorty downpipe and cat or testpipe, or it goes between the cat or testpipe and catback section of the exhaust. What would be your reasoning for wanting to get an exhaust cutout anyway?

At the :15 mark the dump CLEARLY actuates when he revs high enough to build enough boost, and only then. (make sure you watch the side of the car, as I said to do in my last post).
Your cutout is at the :12 mark when the exhaust gets much louder and starts coming out of both tips... that's when he actuates the cutout.

While I agree the getting the wastegate to open just sitting there revving is highly doubtful (without a really silly wastegate actuator setting, at least), I know that some people have a wastegate dump tube that ends under the middle of the car because some poorly-written rules allow a dump under the car, but only behind the head of the driver.
ps. when I read the title to this thread, I thought that I'd mistakenly logged into Cosmo or Teen magazine by mistake

Unless you just have no concept of how the exhaust system is setup on the X.
The cutoff clearly just opens up the rear drivers side exhaust. So that puff of air at :16 is from something, you come up with a better explanation.

How are you confused? I put the time marks in there exactly when things happened. We understand what the exhaust cutout does and we know when it happens. The change in sound is a pretty big indicator of what the cutout does. The car clearly has a more straight through path to the tips after the cutout is activated.
But watch the video again and pay attention to the side of the car and the noise at the :15-:16 mark. You will see a puff of gasses sent out from under the car. That is not the cutout as we already know what the cutout does (see above), please explain what that is.

That dump tube DOES NOT reach the middle of the car unless someone custom made it that way for a reason.
To the original poster of this thread. Do yourself a favor and stay away from cutouts. Just buy a full 3 inch exhaust like the ETS V2 Quiet if noise is a concern of yours.....
